Respected Hon'ble Prime Minister,
Greetings!
We, the undersigned citizens respectfully submit this representation seeking your immediate intervention for the complete withdrawal of the proposed Foreign Contribution (Regulation) Amendment Bill, 2026. We are deeply concerned that the proposed legislation poses a serious threat to constitutional values, minority rights, charitable institutions, and the long-standing tradition of voluntary service that has significantly contributed to India's social development and nation-building efforts. The proposed FCRA (Amendment) Bill, 2026 introduces provisions that go far beyond regulation and transparency. By creating mechanisms for automatic cessation of rights, appointment of a government-controlled authority to administer institutions, and vesting of assets created wholly or partly through foreign contributions, the Bill creates the possibility of takeover and confiscation of religious institutions, charitable organisations, NGOs through executive action. These institutions have never served one community alone and built through a combination of local contributions, voluntary service, public support, and legitimate assistance received from philanthropic organisations and well-wishers across the world . They have educated millions of children, provided healthcare to the sick, offered shelter to the vulnerable, empowered women, supported tribal and rural communities, and extended relief and humanitarian assistance to people irrespective of caste, religion, language, or social background. In many remote and underserved regions, such institutions continue to provide services where state resources remain limited. Further, it has serious implications for the constitutional rights guaranteed to minorities under Articles 29 and 30 of the Constitution of India and raises concerns regarding the freedom of religion guaranteed under Article 25. To express our democratic concern regarding these developments and to reaffirm our commitment to constitutional values, minority rights, social justice, and the protection of charitable institutions, we are observing National Protest Day today and submitting this representation. Through this peaceful and democratic exercise, we respectfully appeal to your good office to intervene personally and ensure the immediate and complete withdrawal of the proposed FCRA (Amendment) Bill, 2026.
